About C. Victor Herbin III, PhD
Dr. C. Victor Herbin III is an organizational leadership researcher, executive leadership advisor, keynote speaker, author, and retired U.S. Army Lieutenant Colonel with more than 25 years of experience leading, developing, and advising leaders across military, government, and organizational environments.
As Founder and CEO of LTUI Consulting (Limited Time…Unlimited Impact), Dr. Herbin helps organizations strengthen leadership effectiveness, improve organizational culture, and address workplace behaviors that undermine trust, engagement, and performance.
Dr. Herbin is the creator of the Organizational Arrogance™ framework and the Organizational Arrogance Scale (OA Scale), one of the first research-based instruments designed to measure perceptions of organizational arrogance in workplace environments. His work focuses on helping leaders identify and disrupt superiority behaviors that erode collaboration, psychological safety, communication, decision-making, and organizational trust.
His research began during his doctoral studies and has since expanded through scholarly publication, leadership consulting, executive facilitation, and organizational assessment. He is the author of Organizational Arrogance: How Superiority Behaviors Become Cultural Arrogance—And What Every Leader Must Do to Stop It, which explores how superiority behaviors evolve into organizational culture and what leaders can do to disrupt the process before it becomes culturally entrenched.
Prior to founding LTUI Consulting, Dr. Herbin served for 20 years in the United States Army, retiring at the rank of Lieutenant Colonel. Throughout his military career, he held leadership and personnel management positions of increasing responsibility, culminating in battalion command and service as Director of Personnel for the White House Communications Agency. He also served in executive-level personnel and human resource assignments within the Pentagon, supporting senior military leaders and strategic workforce initiatives. Dr. Herbin deployed in support of Operation Iraqi Freedom during three combat tours and was awarded the Bronze Star Medal for his service.
Following military retirement, Dr. Herbin transitioned into executive leadership development, where he has facilitated leadership programs and coached senior executives across the federal government, intelligence community, and national security sector. His work has supported leaders from organizations including the National Geospatial-Intelligence Agency (NGA), Office of the Director of National Intelligence (ODNI), Department of Homeland Security (DHS), Transportation Security Administration (TSA), National Aeronautics and Space Administration (NASA), Cybersecurity and Infrastructure Security Agency (CISA), and other federal agencies.
Dr. Herbin’s expertise spans leadership development, organizational culture, executive coaching, emotional intelligence, strategic communication, employee engagement, organizational trust, workforce effectiveness, and organizational behavior. He is certified in multiple leadership and assessment methodologies, including FIRO-B, DiSC, CliftonStrengths, and the Leadership Practices Inventory (LPI 360).
He holds a Ph.D. in Organizational Leadership from Regent University, a Master of Arts in Journalism with an emphasis in Strategic Communications from the University of Missouri, a Master of Arts in Human Resource Management from Webster University, and a Bachelor of Science in History with a minor in Sociology from the University of Southern California.
In addition to his consulting and speaking work, Dr. Herbin has contributed to academic scholarship through doctoral research, peer-reviewed publication, and textbook authorship focused on leadership behavior and organizational culture. His work continues to bridge the gap between research and practice by providing leaders with practical tools for understanding how workplace behaviors shape organizational outcomes.
